OMB Circular A-123, Revised, implements the FMFIA by providing guidance to Federal managers on improving the accountability and effectiveness of Federal programs and operations by establishing, assessing, correcting, and reporting on management controls.

        Within the DoD, DoDD 5010.38, Management Control Program, establishes the DoD MC Program, promulgates policies, and assigns responsibilities.

        DoD Instruction, 5010.40, Management Control (MC) Program Procedures, provides procedures for implementation and use of MC programs.

        The Director, Administration and Management (DA&M), serves as the senior management official for the OSD and the DoD Field Activities with responsibility to carry out the MC functions listed in DoDD 5010.38.

        The Director, Organizational and Management Planning, manages, oversees, and coordinates the OSD Management Control Program on behalf of the DA&M.

        Each year the USD(C) issues guidelines for the preparation of the Annual Statement of Assurance. This year (FY 02), the USD(C) announced that the input for the Annual Statement would be due two weeks earlier in order to allow time for the information to be incorporated into the new Performance and Accountability Report.  The USD(C) guidance is supplemented and reissued by the DA&M in the late August/early September timeframe. OSD Principals are required to submit an Annual Statement of Assurance to the DA&M by October 4, signed by themselves or their Principal Deputy, which provides an assessment of the MC systems of their OSD staff component and the DoD Field Activities under their cognizance.

        After reviewing and revising, as appropriate, the inputs received, the DA&M submits a consolidated Annual Statement for OSD and the DoD Field Activities by November 15.

• FY 2002 OSD Annual Statement

        Based upon the inputs received from all DoD Components, the USD(C) prepared a DoD Annual Statement of Assurance.
