CHAPS and Evaluation
Community Health and Program Services (CHAPS) coordinates national,
program-wide evaluation for programs such as the Racial and Ethnic
Approaches to Community Health across the United States (REACH U.S.) and the Public
Health and Health Services (PHHS) Block Grant.
To assist in accomplishing branch evaluation objectives, CHAPS enlisted
the assistance of visiting scholar, Dr. Molly Engle, Evaluation Specialist,
Associate Professor of Adult Education at Oregon State University, to
conduct an assessment of branch evaluation needs. The purpose of the needs
assessment was to first collect information about staff ability to design,
plan, implement, analyze, report and use program evaluation models and
theories, and then develop a plan to assist states and other partners in
conducting more rigorous program evaluations.
The needs assessment of CHAPS staff took place over the course of several
weeks, and the findings were then used to plan and develop a series of
training sessions based on a set of key evaluation topics.
Planned training topics cover the following evaluation areas:
- Logic modeling and evaluation language.
- Data collection methods and their use.
- Evaluation types including evidence based practice and practice
based evidence.
The primary purpose of the training is to build evaluation capacity
throughout CHAPS programs and ensure organizational goals and objectives are
met. Focusing on building evaluation capacity provides an opportunity for
improved understanding and use of evaluation approaches, which enables staff
to share important evaluation information with grantees, partners, and
others.
