order to successfully address this area of the business case, each question

ID Access Control System (DSX) was chosen over other manufacturers due to
previous installations of the ID Access Control system within the
Department and due to its specific capabilities to read all four formats of
access control and storage of Data the system met the requirement of
Department's goal of controlling access from a central location and allowed
for upgrades to the existing system without rebuilding an entire new ID
system. The alternative manufacturer's piece by piece cost for maintenance
and replacement of equipment was higher that the ID Access system (DSX) and
incurred more yearly costs for maintenance and upgrade.†

ID Access system provided by Silent Partner Securtiy Systems, Inc. was is
use by OCIO prior to deploying the security system to the entire
Department. The agreement with Silent Partner includes access control,
security, point monitoring, elevator control, photo ID Badging, guard tour
and key tracking. ID Access provides a user friendly windows based
application that provided a means for one person to manage a nationwide
application from a central location. Multiple software and systems
applications would have to be purchased to achieve the same results.

the agency level, the Dept.'s IT Security program requires systems to
conduct risk assessments and develop security controls relative to the risk
and magnitude of harm if those controls were breached. As part of the
Dept.'s certification and accreditation process, a system risk assessment

stored/processed by the system and the security controls that will be
applied.
EVM is required only on DME portions of investments. variances in the projected installation dates and costs are due to the GSA
and Facilities Services change in project design and change in scheduling
which is outside the control of the Department. 06/2006-With the Federal
Governments mandatory implementation of HSPD-12 and PIV-1 and PIV-2
modifications to the existing exhibit 300 will incorporate these
requirements as new milestones to meet the present HSPD-12 deadline of
October 2006 and all future HSPD-12 deadlines. Pending NIST approval of the
ID card stock, HSPD-12 implementation in ED leased facilities. Pending
approval by NIST for equipment upgrades (Swipe boxes, Printers etc. ) to
met the interoperability requirement from HSPD-12. HSPD-12 mandates that
all Federal government agencies will incoporate the ability to verify the
newly mandated federal identification card.
