In this landmark study conducted by the National Commission for the Protection of Human Subjects, extensive interviews were conducted with investigators, subjects, and institutional review board members. Although IRBs concentrated their efforts on consent forms, they generally made few changes to ensure that the forms were both thorough and readable. The study also revealed that IRBs did not influence the way informed consent was obtained, who obtained consent, or the setting in which it was obtained. [Source: Sugarman, J]
