This guide, a revision of The Entrepreneur's Reference Guide to Small Business Information 2nd edition, compiled by the staff of Business Reference Services. Science, Technology, and Business Division. Library of Congress, Washington 1996, was developed under the aegis of the Library of Congress Business Enrichment Advisory Team. (BEAT).

INTRODUCTION

To work for yourself, to be your own boss, to run your own business--for many workers these phrases describe an American dream. In recent decades thousands of individuals have set off to pursue that dream. Indeed, an increase in the number of small businesses has created much of the growth of new jobs in the United States economy. The spirit of the independent small-business person is praised as a force that makes America great.

Becoming a successful entrepreneur, however, is not an easy task. It requires skill, motivation, hard work, and good luck. It also requires information in large measure. The would-be business person stands on the brink of a new future with a thousand questions that need answers. The Entrepreneur's Reference Guide to Small Business Information was originally compiled by business reference specialists at the Library of Congress to help beginners (and established business owners who keep meeting new problems) find sources that can guide them to the right questions and the best answers.

To select material for the 3nd edition of the guide, reference specialist Robert Jackson examined a number of major bibliographies dealing with small business information and collected citations filed under relevant subject headings in the computer catalogs of the Library of Congress. From all these sources items were chosen that appeared to be relevant and useful for the entrepreneur and for information providers working with small-business people, as well as up to date and indicative of the most recent work in the field. Each work suggested was examined before being accepted for inclusion in this bibliography. Where appropriate, citations to online editions of these works, or other related materials, on the Interent have also been included. While the selections for this guide were made in 1998 and 1999, all URL's were rechecked as of January 2000. It should be noted that links to Internet resources not maintained by the Library of Congress are provided as an aid to researchers only. The Library assumes no responsibility for the maintenance or content of these sites. Any questions regarding these sites should be posed directly to the administrators of those sites.

This guide cites "how to" books, reference books, and directories, all of which will be useful at some point in the process of becoming an independent business leader. Many of the items listed in this guide are serials, such as annuals or yearbooks, which put out new editions regularly. In the entry for a serial item the date of the publication's first appearance is given, followed by a hyphen and some blank space (e.g. 1978- ). This indicates that the work is still being issued, and a researcher can expect to find that very current issues are available. Many of the books and serials listed in this guide are available for sale from book dealers, and most will be found in a local public or university library.

This edition is marked by the inclusion of a number of titles discussing the growing trend toward electronic commerce. Also new to this edition is the addition of hyper-linked Library of Congress subject headings relating to entrepreneurship, which allow the user to launch a search for additional materials in the Library of Congress Online Catalog directly from the guide.

    HUMAN RESOURCES

    Entrepreneurs who look forward to being their own boss may quickly find that they have become someone else's boss. Hiring some help (such as clerical, accounting, or secretarial employees, manual labor for heavy work, or skilled technicians for special jobs) may entail unfamiliar responsibilities for the small-business owner who now has to provide benefits, to be in compliance with state and federal regulations, and to develop incentives to attract and hold valuable employees. References in the following section will help new employers find the answers to vexing personnel questions. Directories may lead to additional resources, and dictionaries of terms will make rules and regulations easier to understand.
