Ohio Partners in Character Education (OPCE) is a public-nonprofit-private initiative pursuing a respectful and productive learning environment to ensure that all Ohio students reach high levels of academic achievement—a primary key to success as individuals, workers, and citizens. OPCE consists of three levels of partners: the lead partner, Ohio Department of Education (ODE); a Community Partner, Council for Ethics in Economics (CEE); and 15 local partners. Each local partner will develop and implement different styles and formats of character education initiatives across the state.
OPCE's efforts are guided by three focus areas:
School Community Policies and Practices. OPCE will create, support, and evaluate character education policies and practices in schools and communities that contribute to the success of all students.
Professional Development. OCPE will provide technical assistance to local agencies in the development and implementation of curriculum materials, teacher training and other activities related to character education.
Integrated Learning Strategies. OCPE will encourage local school communities to integrate character education into their programming and curricula, as in Ohio's Model Competency-Based Programs.
In the first year OPCE has funded 15 pilot projects in character education including school-based, community-based, and other government agency-based projects; conducted a statewide character education summit and 4 statewide partner meetings; facilitated management advisory groups to identify necessary character traits for employment in various settings; developed statewide and local support groups; conducted a statewide character education survey; and conducted an external evaluation of the pilot projects.

The Alliance City Schools plans to implement a multi-faceted character education program in the city of Alliance, Ohio, through the Alliance for Character Training (ACT) program. The ACT program is built upon the principles of the Character Counts Coalition and uses an approach designed to focus primarily on the target population, Alliance City School students and Regina Coeli Catholic School students grades K-8, and secondarily on supportive populations (citywide promotion). This program will directly serve approximately 1,760 students, while the city of approximately 24,000 will be indirectly served. The implementation process will involve a variety of school services, which include purchasing curriculum materials, building a character education library, and holding a teacher summer-in-service to show the value of character education and how to properly execute it in the classroom.
Furthermore, the process involves collaborations with the local Catholic school and various publics in order to execute a plan that will carry a high success rate. Doing so underlines how this program is a community initiative that will permeate the walls of the classroom into the community at large. Specifically, a media campaign emphasizing this notion will promote good character within the schools and community at large. Using the community as a resource will allow the project to better reach its nine objectives more successfully.
A quasi-experimental test will be conducted during implementation, along with measuring the project's objectives, which will measure the effectiveness of the character education program, how well it achieves the project's objectives, and if the expected outcome is truly reached. This evaluation and assessment will be completed through contracting with an independent evaluator.
