On June 26, 2003, the Delaware River Basin Commission revised its fee schedule for review of projects under Section 3.8 and Article 10 of the Delaware River Basin Compact, and instituted fees for docket transfers and emergency certificates, effective July 1, 2003 (Resolution 2003-14).

On January 19, 2005, Resolution 2005-1 was adopted to amend the commission's administrative procedure and fee schedule for the renewal of project approvals under Section 3.8 and Article 10 of the Delaware River Basin Compact. Resolution 2005-1 supersedes Resolution 2003-14.
