Who
needs a special use permit?
Many
colleges, clubs, and non-profit groups assume they do not need
a special use permit to lead a trip on National Forest land. Sometimes
this is true, but usually they do need a permit. The primary question
to be answered is: Will the leader or guide be paid for their
services while conducting their activities on National Forest
land? If the leader or guide is paid, they are considered a commercial
guide under Forest Service regulations and would need a permit.
