Purpose. This circular is issued to advise distilled
spirits plants, wholesale liquor dealers, and others
concerned of the availability of ATF Form 5100.32,
Certificate for Distilled Spirits Exported to Italy.
Background. ATF Form 5100.32, Certificate for
Distilled Spirits Exported to Italy, was created in
response to new certification requirements imposed by the
Government of Italy on distilled spirits imported into
that country. The Government of Italy designated the U.S.
Treasury Department as the certifying agency. Under
existing delegations of authority, this responsiblity
devolved to the Bureau of Alcohol, Tobacco and Firearms.

to use ATF Form 5100.32. However, without the
certification that the form provides, exporters of
distilled spirits may find their products barred from
entry by Italian Customs. Instructions for completing
ATF Form 5100.32 and for obtaining the certification are
printed on the form.
