Written in response to a congressional request, Balancing Historic Preservation Needs with the Operation of Highly Technical or Scientific Facilities considers the appropriate role of historic preservation in the operation and management of highly technical and scientific facilities such as Yerkes Observatory and the Marshall Spaceflight Center.

The report identifies ways in which preservation needs may be reconciled with ongoing operational needs of scientific and technological institutions and affirms the flexibility of the Section 106 review process in accommodating these needs.
