1.     BACKGROUND

At present the following values are defined in the USMARC and
CAN/MARC bibliographic formats for 008/39 (Cataloging Source):

This position is the same for all the 008 fields, and contains the
same values.  CAN/MARC authority format also contains the following
code for this position:
       v      Universite Laval  (Authority format only)

The Canadian library community has agreed, for alignment, to
convert CAN/MARC value l to # and CAN/MARC value o to d.  In order
to align the formats, other changes are also required.  Two
additional values are needed for the bibliographic format: a value
for the National Library of Canada to designate their records; a
code to identify records reported to the Canadian Union Catalogue;
a value for the Authority format to designate Universite Laval, the
author institution for French language subject headings in Canada;
and code c needs to be redefined to serve more generally for
cooperative programs, such as the National Library of Canada
distributed CIP record creation program.  Value c is currently used
in records catalogued under the Canadian CIP program.

2.     DISCUSSION

The usefulness of the information in this position was questioned
in Discussion Paper No.58 (November 1992).  DP 58 pointed out the
following: 
-  the values are not consistent with each other, 
-  their use has changed over time, 
-  cooperative programs have interpreted them differently, 
-  the National Library of Agriculture does not use the value a but
uses d instead, 
-  NLM uses code b only in its audiovisual records, 
-  copy cataloging by the libraries designated in #, a, and b
complicate consistent use of the values, 
-  the NST value is not consistent with the other values in this
position and is no longer needed, and 
-  fields 040, 042, and 012 (for serials) give similar information
in a more detailed form.  

One suggestion was that only codes # and d be kept.  At the time,
since nothing in the position had to be changed, it was decided
that it should be left as is.  

With the additional values proposed by Canada, one of which is like
code # for LC and another is like the NST report code, perhaps we
should consider again simplifying the choices and eliminating
values not really used or needed. 

Impact comment:

"With these proposed changes indexing is not affected, but other
aspects of field 008/38 as used for display and output are
affected.  The impact would be medium."  "Expect another request
from the British Library?  When will this end?"

USMARC Advisory Group comments, July 1996:

Postpone decision until February 1997.  Discussion brought out the
following:
- NLM uses code b now and wants it retained.
- OCLC uses all the present codes in certain processing.
- Others do not use these codes but go to the 040 for the
information where it is more detailed. 
- NLC's 1st choice is Option 1 and and second is Option 2.
- Add an Option 4 to make the definition of the position obsolete. 
Option 3 is essentially the same as making it obsolete.

2.     DISCUSSION

Canada needs to have codes for Theses and Treaties defined for the
Books 008/24-27 Form of content positions.  Neither are currently
coded in USMARC.  As these forms of material would not appear in
serial form, they do not need to be defined for the Serial
positions.  The codes do not overlap with existing USMARC codes as
NLC has coordinated with LC on codes for a number of years.

The CAN/MARC values were recommended by the MARC Task Group
(Canadian MARC: a report of the activities of the MARC Task Group
resulting in a recommended Canadian MARC format for monographs and
a Canadian MARC format for serials (Ottawa: National Library of
Canada, 1972).

UKMARC includes the same entities and uses the same codes for them
except that UKMARC does not include "non-fiction" and "comic books"
and includes 5 additional values for: "cartographic materials",
music", "treaties", official standard specifications", and "laws". 
(The latter three would be treated as Nature of contents in USMARC,
and the first two are inconsistent with the type of 008 field
(Books).)  The UNIMARC format has the same entities as CAN/MARC
except that all of the code values are different and "comic books"
is missing.

Canada requests that USMARC abandon the 0 and 1 codes and adopt the
full set of codes used in CAN/MARC.

2.     DISCUSSION

The nature of the character position is radically altered by this
change.  The Library of Congress CPSO staff point out that the
additional codes are similar to the "literary forms" listed in the
DDC schedule 800 (Literature (Belles-lettres) and rhetoric). 

The new codes, however, are not mutually exclusive.  Short stories
(code j) are a form of fiction (code f) and all of the other
specific codes (codes c, d, e, h, i, m, p, s) represent categories
of non-fiction (#).  When are fiction and non-fiction to be used? 
Code m (Miscellaneous information) is to be used in the following
cases:
       the item is in multiple literary forms
       the item is in a literary form not specified by existing codes

Impact comment:

"Major impact.  It is extremely difficult to ameliorate the
differences between the USMARC practices and the CAN/MARC
practices.  The relationship between the USMARC codes and the
CAN/MARC codes is 1-to-many, and there frequently is little in a
record to help make the translation."

2.     DISCUSSION

While the addition of code u (Unknown) does provide a consistency
in the fixed fields, the use of the code is not self-evident. 
Relief is only coded in the fixed fields when there is a relief
note is generally a cataloger-constructed note, using somewhat
standardized terminology, based on the cataloger's observation of
the method used to graphically represent relief on the item.  The
ability to provide the code(s) in the fixed field for the terms
used in the note doesn't appear to allow for the use of Unknown.

Following discussions, to clarify the coding of relief, both the
Library of Congress and the National Archives of Canada request
that the label for code "c" be changed to Gradient
tints/Bathymetric tints and that a new code "m" for the only other
currently used depiction of relief Rock drawing be added.  The
National Archives of Canada would like to withdraw the addition of
code u (Unknown).  Instead,

2.     DISCUSSION

While the addition of these three new CAN/MARC codes seems like a
good idea, the application of these new codes will be problematic. 
The above codes beginning with a, b, or c are really made up of two
parts, the class, e.g., azimuthal, and the specific projection,
e.g., Aitoff.   The inclusion of information on the projection is
always based on information provided by the producer of the
cartographic item.  Obviously, when the producer gives the name of
the projection used, and that projection is included in the list of
approved codes, it is easy for the cataloger to provide the code
from the list of projections.  Likewise, if the producer provides
only the class of projection used, (azimuthal, conical, or
cylindrical) but not the specific projection, it is easy to code
the class (codes au, bu, cu).

When only the specific projection is given on the item and it is
not on the list of specific projections then (1) if the class is
known, the new codes az, bz, and cz could be used, but (2) if the
class is not indicated and the cataloger does not know the class of
the projection (which is generally the case since the class of a
projection is not usually obvious from either its name or the item
itself) the cataloger will, for practical reasons, simply use zz
(Other), rather than expend the resources to research the class of
the projection.

For retrieval purposes, the user would probably not care to
differentiate, when qualifying a search, between classes for which
the specific projection is known or unknown, as in either case they
will not be able to retrieve on it.

While preparing the analysis of the projection information which
has been coded as zz (Other) in the LC file, approximately 300
records were either miscoded or a new code has recently been
defined (Proposal 94-17).  Of the approximately 180 different
projections which have been coded as zz, only two additional new
codes are apparent, one for Chamberlin trimetric projection (an)
and one for Lambert conformal projection (dl).

CAN/MARC has 39 prime meridian values, using both character
positions 24 and 25 for them.  Six of the 7 USMARC prime meridians
are also in the CAN/MARC list, but with different codes.  

Canada requests that the USMARC values for positions 24 and 25 be
abandoned and the 39 2-character prime meridian codes in CAN/MARC
be adopted.

Since it is possible for any line connecting the poles to be used
as a base or prime meridian, the line from which longitude is
measured, the possible list of primer meridians is almost infinite. 
In general, historically meridians which have been used as prime
meridians are those that pass through a national capital, but in
reality any meridian can be chosen, which means that even a two
character code may not be sufficient to handle all the
possibilities.  The current cataloging rules specify that a prime
meridian other than Greenwich should be recorded.  Additionally,
when coordinates are included they are always converted to a prime
meridian of Greenwich, no mater what meridian is used as a base on
the item.

An analysis of the 324 LC records which have been coded z (Other)
shows 23 prime meridians, 11 of which are not in the CAN/MARC list. 
The coded values for the prime meridian were originally defined and
included in the fixed fields because, in the late 1960s, coded
values were thought to be easier than variable fields for
searching.  

Given the problems in trying to coordinate USMARC and CAN/MARC,
perhaps it is time to abandon these coded values and depend on the
500 note which usually contains the introductory phrase of Prime
meridian: for access to prime meridian data.

At present 65 values are defined in the USMARC format for Music
008/18-19 (Form of Composition).  CAN/MARC also has codes for:

2.     DISCUSSION

The values of this field, as currently constituted has been the
subject of debate recently.  DP 81 discussed the usefulness of the
current list of codes and possible augmentations.  The Music
Library Association recommended in April 1995 that no change be
made to the list of forms, since the creation and maintenance of a
universally useful and consistently applied expanded list of codes
seemed unrealistic at the time.  However, the three codes requested
by Canada do not present problems for those already coding the
position and the impact of adding them seems to be minimal. 
Therefore MLA recommends that they be added to the format, to
facilitate improved interchange of records.  Ballads and square
dance music are currently coded fm=Folk music; rhapsodies are coded
zz=Other.

Another option is to make the coded values obsolete along with
field 047 (Form of Composition Code) which takes codes for
additional forms.  NLC does not favor this because in its minimal
level cataloging subject headings are lacking and these codes,
which are quick to assign, provide another form of access.

Canada requests that USMARC make position 23 obsolete and redefine
positions 24-27 to the general accompanying material values listed
above.

2.     DISCUSSION

The proposed values for positions 24-27 would change the
orientation of this position.  In USMARC the position is
specifically for material that might accompany archival motion
pictures, whereas the CAN/MARC values would eliminate designation
of these materials and substitute designation of all types of
accompanying material at approximately the SMD level.  The Canadian
codes appear to be a mixture of parts of the values found in
Leader/06 (Type of Record), 007/00 (Category of material), and
007/01 (Specific material designation).

Since several codes will be redefined, backfiles of USMARC records
would need to be converted if these positions are to be
intelligible in the future.  The information currently in the
positions could be converted into text in the note block, e.g.,
       500    ##$aAccompanied by stills, pressbooks.

The old definition of CAN/MARC/008/23 (Form of item) would also
become obsolete, as with the mixing of records, it could no longer
be interpreted with certainty although the codes used in USMARC and
CAN/MARC for that position do not overlap.  One impact comment
noted that the change would be major.  "old and new records,
regradless of originating system or country must be interpreted
without human intervention.  Ambiguious coding has a serious
impact, not because machine processing is difficult, but
interpreting the data with assurance of quality is impossible." 

The USMARC values for this position are highly specialized and
information about their use and usefulness is needed.  The Library
of Congress does not use the positions.  Statistics on the coding
of the CAN/MARC values would be useful.  Perhaps neither of the
definitions may be needed today. 

Impact comments:

"Major impact.  If 23-27 continue to be used, existing codes in
USMARC records will have ambiguous meanings since the definitions
differ between the two formats for some codes."

USMARC Advisory Group comments, July 1996:

Postpone decision until February 1997.  Discussion brought out the
following:
- Most discussants, including OCLC, prefer Option 3.
- Option 1 least viable as values in many instances would be
ambiguous.
- Option 2 would cause Can/MARC users to retro convert 7 codes or
the records containing them would be ambiguous.
- ISM reported that they found that only around 6% of records
contain codes in ISM.

3.     PROPOSED CHANGE

In the Bibliographic format:

Option 1:

Make Visual Materials 008/23 (Accompanying matter) obsolete.
Redefine Visual Materials 008/24-27 to have values for material of
all types that might accompany any kind of visual item.
Redefine the following values in Visual Materials 008/24-27:
       l      from   Stills               to     MRDF
       m      from   Script mat.          to     Motion picture
       o      from   Posters              to     Flash cards
       p      from   Pressbooks           to     Microscopic slide
       q      from   Lobby cards          to     Model
       r      from   Instruc. mat.        to     Realia

Add the following new codes/values:
       a      Language material, printed
       c      Music, printed
       d      Diorama
       e      Map, printed
       f      Filmstrip
       g      Game
       h      Microform
       i      Sound recording, non-musical
       j      Sound recording, musical

       n      Chart
       t      Transparency
       v      Videorecording

Option 2:  Same as Option 1 except do not redefine already defined
values.  Establish the following new values:
       b      MRDF
       u      Motion picture
       w      Flash cards
       x      Microscopic slide
       y      Model
       z      Realia
       0      Slide

Option 3:  Make Visual Materials 008/23-27 obsolete.
