Information Security Oversight Office (ISOO)

The Information Security Oversight Office is responsible to the President for policy oversight of the Government-wide security classification system and the National Industrial Security Program.

ISOO receives its policy and program guidance from the National Security Council (NSC) and is an administrative component of the National Archives and Records Administration (NARA). More than 60 executive branch agencies create or handle classified national security information.

ISOO's authority stems from two executive orders:

  • Executive Order 12958, Classified National Security Information
  • Executive Order 12829, National Industrial Security Program

Under E.O. 12958, ISOO:

  • oversees the Government-wide security classification program
  • provides program and administrative support for the Interagency Security Classification Appeals Panel (ISCAP)
    • ISCAP is the final appellate authority for those individuals whose requests for declassification under Section 3.6 of E.O. 12958 have been denied at the agency level

Under E.O. 12829, ISOO:

  • monitors the national industrial security program or "NISP"
  • chairs the National Industrial Security Program Policy Advisory Committee (NISPPAC), comprised of Government and industry representatives
  • reports annually on the status of both programs

NARA's organization is based upon the priorities established in the Strategic Plan of the National Archives and Records Administration.
