Cytology Proficiency Testing Activities

Background:
Due to public concern about the quality of cytology services, Congress included special provisions for cytology proficiency testing in the CLIA Law. PHPPO/DLS has the lead role in implementing cytology PT on a national scale. A number of activities have been completed in our efforts to accomplish this task.

Activities:
· Issued a request for proposals to collect slides for a national PT program (no viable proposals were received)

· Co-hosted a symposium with the Cytology Education Consortium that gave states and professional organizations an opportunity to discuss alternatives to glass slide programs

· Collected, referenced, and assemble glass slides into proficiency test sets that comply with the February 28, 1992 regulations. Data gathered on our experience collecting slides was presented as a poster at the American Society of Cytopathology Fall 1996 meeting

· Awarded cooperative agreements to the American Society of Clinical Pathology, Thomas Jefferson University, and New England Medical Center that demonstrated computer-based PT programs are feasible and seem acceptable to cytotechnologists

· Based on knowledge acquired from cooperative agreements, developed first computer-based prototype, CytoView® ,  which permits an assessment of both locator and interpretive skills of cytotechnologists:

· Awarded a contract to conduct a research study to Analytical Sciences, Inc. comparing work performance (measured by a rescreen of 500 slides) to two methods of PT (glass and computer)

· Developed CytoView™ II to provide educational feedback and perform team testing of cytotechnologist/pathologist
