The U.S Department of Treasury

Since its creation in January of 2003, the Alcohol and Tobacco Tax and Trade Bureau (TTB) has operated as part of the U.S. Department of Treasury’s Office of Tax Policy. This office, led by Assistant Secretary Eric Solomon, is responsible for developing and implementing tax policy; providing official estimates of all Government receipts for the President’s budget, fiscal policy decisions, and Treasury cash management decisions; negotiating tax treaties for the United States and representing the United States in meetings and work of multilateral organizations dealing with tax policy matters; and providing economic and legal analysis for domestic and international tax policy decision; among other responsibilities. TTB is relied upon and utilized as the Department’s key resource in carrying out these functions in the alcohol and tobacco industries. TTB reports its progress in the above-mentioned areas to the Deputy Assistant Secretary (Tax, Trade, and Tariff Policy) who oversees the Bureau’s operations.
