Electronic Commenting and Emails from the Public

If you submit an e-letter or e-comment please be aware that if your e-mail is blocked for any of the reasons outlined below you WILL NOT receive notification that it has failed to reach your intended recipient. When sending attachments or large files and are uncertain if your e-mail meets the accepted critieron, please contact the recipient to make sure it has been received. When specifically commenting up on NEPA documents, you should contact the appropriate Forest Service office by phone or in person to ensure that the e-mail was received.

The Forest Service has protections and filters in place to prevent spam and malware-bearing messages from infecting our computer systems. The kinds of messges that are blocked include:

  • messages pretending to be from the Forest Service or from certain popular ISPs, but that are not sent from expected relay hosts,
  • Do Not Reply e-mail addresses or e-mails from non-Forest Service or non-Forest Service contract email addresses,
  • e-mails containing attachments that are potentially viruses, worms or other infectious problems,
  • e-mail from host machines or domains that are known to be spammers.

The Forest Service locally maintains a set of filters that block senders and hosts based on user complaints and reports of spam. Filters are applied at several stages of the e-mail reception process. The following attachment types are blocked at the SMTP mail gateways:

.zip files are not quarantined unless they meet one of the following conditions:

  • contain a file type from the above list
  • are password protected, which prevents the contents from being examined.

Additionally, e-mail messages that are 20 mb or larger should be FTP'd to the intended recipient. External e-mail messages can only be 20 mb or less. This size limit includes the whole email message and not just attachments. If a large file needs to be sent by FTP, call the recipient for instructions on FTPing to the Forest Service.

Filters employ multiple criteria, which prevents e-mails from being considered spam for meeting only one criteria for being considered spam.

Because delivery to the actual sender cannot be assured the Forest Service declines to send any notice of non-delivery to any sender.
