Abstract:

This monograph discusses four policy studies focusing on allocating appropriate resources to clients to ensure access to treatment under the AIDS Drug Assistance Program (ADAP). It details the factors contributing to variations in per capita State ADAP expenditures, ADAP supplemental funds, the role of the AIDS Pharmacy Assistance Program in assuring access to therapeutics, and issues with capped enrollments and waiting lists. The monograph contains tables, recommendations, and policy considerations.
