Governor's Priorities
Priority 1: Returning the state to fiscal responsibility.
- State budgets must not exceed anticipated revenues;
- End the practice of borrowing and the use of one-time gimmicks to finance state operations;
- Request voter approval for any necessary borrowing;
- Continue to reduce the size of state government
Priority 2: Providing for continued progress in New Jersey’s public education system.
- Replace outdated, crowded, and otherwise substandard schools with facilities conducive to learning;
- Direct funding for public education based on need, rather than location;
- Hold schools and educators accountable for achieving high education standards for students;
- Promote a policy that puts the needs of all children on an equal footing, and will give them the educational resources they need for success.
Priority 3: Initiating a comprehensive economic stimulus program designed to bolster the state’s economy through the promotion of New Jersey’s high-tech industry base and skilled workforce.
- Develop a long-term strategy for the continued development and expansion of the state’s surface transportation system;
- Promote the upgrade and construction of critical infrastructure;
- Bolster New Jersey’s reputation as a center of high-technology with a highly-education workforce, and integrate it into the state’s recruitment of new businesses;
- Establish a world-class network of technical support services for such industries of the future as biotechnology, green technology, alternative energy, and stem cell research.
Priority 4: Establishing a long-term plan for the continued upgrading and expansion of New Jersey’s critical infrastructure.
- Provide for the replenishment of the Transportation Trust Fund;
- Create a long-term funding mechanism for the TTF;
- Initiate a program for critical highway infrastructure upgrades;
- Develop a plan for the general upgrade of New Jersey’s mass transit system.
Priority 5: Fine tuning the state’s health care delivery system to provide a safety net for the most vulnerable while making health care affordable for all New Jersey residents.
- Establish a safety-net system for those unable to afford health care;
- Further efforts to reduce the number of uninsured in New Jersey;
- Work toward a single-payer, universal health care system;
- Set the standard for affordable, accessible, and safe patient care for all New Jerseyans
Priority 6: Establishing a comprehensive plan to address public safety and homeland security issues.
- Coordinate security efforts across all levels of government;
- Implement system to allow cooperation among government agencies, the private sector, and the public;
- Upgrade strategic intelligence gathering and analysis;
- Establish clear lines of authority, responsibility, and command and control.
Priority 7: Promote an aggressive agenda to protect New Jersey’s water, air, and natural resources.
- Make our water cleaner by extending protections for our waterways;
- Adopting rules to protect against low-income and urban communities being disproportionately impacted by pollution;
- Controlling overdevelopment and preserving open space;
- Reforming the state’s redevelopment law.
