DOD/ NRC SIGN AGREEMENT ON SECURITY SERVICES

The Department of Defense and the Nuclear Regulatory Commission have agreed toeliminate duplicative security services protecting classified informationreleased to federal contractors, licensees and grant recipients.

Assistant Secretary of Defense (Command, Control, Communications andIntelligence) Emmett Paige Jr. and James M. Taylor, executive director foroperations of the U.S. Nuclear Regulatory Commission, signed the agreement fortheir respective agencies.

This agreement is the first of its kind to be signed under the NationalIndustrial Security Program (NISP). NISP, established by a 1993 executiveorder, serves as a single, integrated industrial security approach forprotecting classified information while preserving the nation's economic andtechnological interests. The Secretary of Defense serves as executive agentfor this government-wide program.

The inaugural implementing document for the program is the NISP OperatingManual issued in early 1995 by the Department of Defense. The manualestablishes uniform security policies and procedures for application throughoutthe government and the cleared contractor establishment.
