MEMORANDUM FOR CORRESPONDENTS


On Wednesday, April 17, 1996 the United States - Russia Joint Commission onPrisoner of War/Missing in Action will hold technical talks at the U.S.Capitol.

General-Major Vladimir Zolotarev, chairman of the Russian Federal-PresidentialCommission on POW/MIAs is scheduled to visit Washington, DC. Zolotarev will beaccompanied by Col. Aleksandr Orlov from the Institute of Military History.The two are expected to call upon Congressional leaders and other governmentofficials, who are members of the Joint Commission, and will also meet with theDefense POW/MIA office.

Zolotarev, who has recently been appointed to replace the late General-ColonelVolkogonov, will have his initial meeting with his American counterpart,Ambassador Malcolm Toon. These technical talks are important in continuingdiscussions about goals and initiatives to be pursued on behalf of missingAmericans.
