MEMORANDUM FOR CORRESPONDENTS


The Central Imagery Office, an agency of the Department of Defense, receivedthe "Hammer Award" today for its nine-month study of reconfiguring the processof exploiting imagery products.

The study, called the Exploitation Process Reengineering Study or ExPReS, wasconducted from November 1994 to July 1995 by a CIO-led team comprised ofrepresentatives from the Department of Defense, the military services, theintelligence community and private industry.

This reengineering effort examined all aspects of the imagery exploitationprocess. It identified tools and procedures allowing imagery personnel todouble the time they can devote to imagery analysis and reduce by up to 75percent the time needed to produce an average image product. The ExPReSrecommendations are currently being implemented.

John Kaminsky, deputy director of the National Performance Review, presentedthe Hammer award in a ceremony at the headquarters of the Central IntelligenceAgency. It was accepted by Dr. Annette J. Krygiel, CIO director, on behalf ofthe ExPReS team.

The Hammer Award, in the form of an ordinary hammer mounted on a plaque,symbolizes the Clinton administration's efforts to build a government thatworks better and costs less.

The Central Imagery Office was established in May 1992 as a DoD combat supportagency to ensure imagery support for a full range of customers at both thenational and military operational levels.
