ARMY

Charles H. Tompkins Company, Washington, D.C., is being awarded an $8,823,000firm fixed price contract for construction of the Base Civil EngineeringComplex. The building will contain maintenance shops, covered storage areas,engineering management, and administrative support areas. The structureincludes reinforced concrete, structural steel, concrete masonry, brick, metaldecks, steel joists, roofing, sealants, carpentry, paint, aluminum doors, wooddoors, aluminum windows, acoustic ceilings, resilient floors, carpet, plumbingcasework, conference room equipment, heating/ventilation/air conditioning,sprinkler system, gas piping, interior electric and all other related work.Work will be performed at Langley Air Force Base, Virginia, and is expected tobe completed by November 28, 1998. Contract funds will not expire at the endof the current fiscal year. There were 80 bids solicited on January 4, 1996,and nine bids received. The contracting activity is the U.S. Army Corps ofEngineers, Norfolk, Virginia (DACA65-96-C-0038).

Sikorsky Aircraft Corporation, Stratford, Connecticut, is being awarded a$14,900,000 modification to a firm fixed price contract for an advanceprocurement effort for funding obligation and termination of liability purposesof Lot 21, UH-60 Black Hawk helicopters. Work will be performed in Stratford,Connecticut, and is expected to be completed by December 15, 1996. Contractfunds will not expire at the end of the current fiscal year. This is a solesource contract initiated on November 2, 1995. The contracting activity is theU.S. Army Aviation and Troop Command, St. Louis, Missouri (DAAJ09-92-C-0004).

O'Gara-Hess & Eisenhardt Armoring Company*, Fairfield, Ohio, is being awarded$3,560,904 of a $7,121,808 increment, as part of a $54,446,798 firm fixed pricecontract for 72 each up-armor High Mobility Multipurpose Wheeled Vehicles(HMMWV) XM1114, High Capacity Environmental Control System, with accelerateddelivery. Work will be performed in Fairfield, Ohio, and is expected to becompleted by September 30, 1996. Contract funds will not expire at the end ofthe current fiscal year. This is a sole source contract initiated on February14, 1996. The contracting activity is the U.S. Army Tank-Automotive &Armaments Command, Warren, Michigan (DAAE07-94-C-0406).

General Dynamics Land Systems/Tallahassee Operations, Tallahassee, Florida, isbeing awarded a $107,015,892 firm fixed price contract for continuedacquisition of 11,000 Single Channel Ground and Airborne Radio System(SINCGARS) Ground Integrated Communications Security (ICOM)receiver-transmitters RT-1523(c)/U, 4,800 Vehicular Amplifier AdaptersAM-7239/VRC and 4,800 RF Amplifiers AM-7238/VRC, plus numerous spare parts forthese line-item replaceable units. Work will be performed in Tallahassee,Florida, and is expected to be completed in October 1998. Contract funds willnot expire at the end of the current fiscal year. There were two bidssolicited on October 20, 1995, and two bids received. The contracting activityis the U.S. Army Communications and Electronics Command, Fort Monmouth, NewJersey (DAAB07-96-C-C502).

ITT Corporation, Aerospace/Communications Division, Fort Wayne, Indiana, isbeing awarded a $153,837,239 firm fixed price contract for continuedacquisition of 16,500 Single Channel Ground and Airborne Radio System(SINCGARS) Ground Integrated Communications Security (ICOM)receiver-transmitters RT-1523(c)/U, 7,200 Vehicular Amplifier AdaptersAM-7239/VRC and 7,200 RF Amplifiers AM-7238/VRC, plus numerous spare parts forthese line-item replaceable units. Work will be performed in Fort Wayne,Indiana, and is expected to be completed in May 1998. Contract funds will notexpire at the end of the current fiscal year. There were two bids solicited onOctober 20, 1995, and two bids received. The contracting activity is the U.S.Army Communications and Electronics Command, Fort Monmouth, New Jersey(DAAB07-96-C-C501).

Brown and Root Services Corporation, Houston, Texas, is being awarded amodification to a cost plus award fee contract for establishment of anestimated cost for the definitization of task orders issued by the ACOs inHaiti. (Since April 10, 1995, funds have been allocated to the contract toallow task orders to be carried out. There are no funds allocated with thisaward.) These task orders were issued for continuation of support to U.S.Forces remaining in Haiti under the United Nations Mission, commencing April 10and continuing through September 30, 1995. The following statement of workincludes but is not limited to U.S. base camp maintenance services and support,airfield operations, transportation services, incinerator services, wastemanagement operations, heavy equipment operations, air conditioning services,reefer services, small equipment and generator maintenance, transportationservices, MHE Operation, water and POL delivery, processing, loading of planes,unloading of planes, stevedoring services, washrack operations, port controland container documentation, central receiving supply point for break-outcargo, rations and drinking water as supplement to rations provided by the UN,food service dining facilities, MWR services and vehicle maintenance. Eachtask order was negotiated and definitized by the ACOs in Haiti. There were 37bids solicited and four bids received. Work was carried out in Haiti with acompletion date of September 30, 1995. The contracting activity is the U.S.Army Corps of Engineers, Winchester, Virginia (DACA78-92-C-0066).

Brown and Root Services Corporation, Houston, Texas, is being awarded amodification to a cost plus award fee contract for establishment of anestimated cost for the definitization of task orders issued by the ACOs inHaiti. (Since July 1, 1995, funds have been

allocated to the contract to allow task orders to be carried out. There are nofunds allocated with this award.) These task orders were issued to providelogistical support to the UN in accordance with the Letter of Assist signedbetween the UN and the U.S. Government for U.S. support to the United Nationsmission in Haiti during the "Bridge Period", or until the UN was able to awardcontracts for logistical support of troops in the country of Haiti. Theperformance period for this modification is July 1 through September 23, 1995.The following statement of work includes but is not limited to U.S. base campmaintenance services and support, airfield operations, transportation services,incinerator services, waste management operations, heavy equipment operations,air conditioning services, reefer services, small equipment and generatormaintenance, transportation services, MHE Operation, water and POL delivery,processing, loading of planes, unloading of planes, stevedoring services,washrack operations, port control and container documentation, centralreceiving supply point for break-out cargo, and vehicle maintenance. AIR FORCE

United Technologies Corporation, Pratt & Whitney, Government Engine and SpacePropulsion, West Palm Beach, FL is being awarded a $6,066,869 cost-plus-awardfee contract for 10th period earned award fee. Contract is expected to becompleted in November 2001. Contract funds will not expire at the end ofcurrent fiscal year. ASC/YFKB, Wright-Patterson, OH, is the contractingactivity (F33657-91-C-0007, P00126).

Rockwell International Corporation, Collins Govt Avionics Division, CedarRapids, IA, is being awarded a $5,912,662 firm fixed price contract forJoint Tactical Information Distribution System Class 2/2H Spare Sets(Maintenance Assistance Modules (MAMs) for U.S. Navy. Quantity--fourteen sets.Contract is expected to be completed in February 28, 1998. Contract funds willexpire at the end of current fiscal year. The solicitation was issued inSeptember 29, 1995 and negotiations were completed in December 28, 1995. HQElectronic Systems Center, JTIDS Contracting Division, ESC/TGK, Hansom AFB, MAis the contracting activity (F19628-95-C-0055/P00012).

Lockheed Martin Corporation, Marietta, GA, is being awarded a $51,692,786cost-plus-award fee contract for period 10 earned award fee. Contract isexpected to be completed in September 2002. Contract funds will not expire atthe end of current fiscal year. ASC/YFKA, Wright-Patterson AFB, OH, is thecontracting activity (F33657-91-C-0006-P00242).

Northrop Grumman Corporation, Military Aircraft Systems Division, El Segundo,California, is being awarded a $26,507,456 firm-fixed-price contract for 120BQM-74E

aerial targets, 36 mission essential launch kits and associated technical data.This contract contains three options which, if exercised, will have a totalcontract value of $131,000,000. Work will be performed in El Segundo,California, and is expected to be completed by December 2000. Contract fundswill not expire at the end of the current fiscal year. This contract wascompetitively procured with two firms solicited and two offers received. TheNaval Air Systems Command, Arlington, Virginia, is the contracting activity(N00019-96-C-0132).

Texas Instruments, Incorporated, Defense Systems and Electronics Group,Dallas, Texas, is being awarded a $6,849,503 modification to previously awardedcontract N00019-91-C-0155 to exercise an option for nonrecurring engineeringproduction, assembling, and testing of the AN/APS-137A(V)5 synthetic aperturemode processor and transmitter for the P-3C aircraft. Work will be performedin McKinney, Texas, and is expected to be completed by May 1997. Contractfunds will not expire at the end of the current fiscal year. The Naval AirSystems Command, Arlington, Virginia, is the contracting activity.

Native American Consultants, Incorporated, Washington, D.C., is being awardeda $10,199,261 indefinite delivery/indefinite quantity, cost-plus-fixed-feecompletion delivery order contract for engineering and analytical servicessupport for research, development, testing and evaluation projects dealing withmaterials and environmental quality technology and related disciplines used inthe development of Navy ships, submarines, aircraft and weapons systems. Workwill be performed in Washington, D.C., and is expected to be completed by March2001. Contract funds will not expire at the end of the current fiscal year.This contract was competitively procured with 118 proposals solicited and threeoffers received.
