Secretary of Defense Donald H. Rumsfeld announced today that the President has made the following nominations:
Army Reserve Brig. Gen. Perry V. Dalby has been nominated for appointment to the grade of major general. Dalby is currently serving as the commander, 75th Division (Training Support), Houston, Texas.
Army Reserve Brig. Gen. Carlos D. Pair has been nominated for appointment to the grade of major general. Pair is currently serving as the chief of staff, United States Transportation Command, Scott Air Force Base, Ill.

Army Reserve Col. Jeffery L. Arnold has been nominated for appointment to the grade of brigadier general. Arnold is currently serving as the assistant judge advocate general for operations (IMA), Office of the Chief Judge, Pentagon (DAJA-PT), Washington, D.C.
Army Reserve Col. Steven P. Best has been nominated for appointment to the grade of brigadier general. Best is currently serving as the commander, 1st Brigade, and assistant division commander, 85th Division (Training Support), Arlington Heights, Ill.
Army National Guard Col. Paul C. Duttge III has been nominated for appointment to the grade of brigadier general. Duttge is currently serving as the Army chief of staff, State Area Command, New York Army National Guard, Latham, N.Y.
Army Col. Charles W. Fox, Jr. has been nominated for appointment to the grade of brigadier general. Fox is currently serving as the commander, 30th Medical Brigade, and corps surgeon, V Corps, United States Army Europe and Seventh Army, Germany.
Army Reserve Col. Harry J. Philips, Jr. has been nominated for appointment to the grade of brigadier general. Philips is currently serving as the deputy commander for mobilization (IMA), Deployment Support Command, Military Traffic Management Command, Fort Eustis, Va.
Army Reserve Col. Coral C. Pietsch has been nominated for appointment to the grade of brigadier general. Pietsch is currently serving as the chief judge (IMA), U.S. Army Legal Services Agency, Falls Church, Va.
Army Reserve Col. Lewis S. Roach has been nominated for appointment to the grade of brigadier general. Roach is currently serving as the deputy commander for mobilization (IMA), Military Traffic Management Command, Alexandria, Va.
Army Reserve Col. Robert J. Williamson has been nominated for appointment to the grade of brigadier general. Williamson is currently serving as the deputy commander, 416th Engineer Command, Darien, Ill.
Army Reserve Col. David T. Zabecki has been nominated for appointment to the grade of brigadier general. Zabecki is currently serving as the deputy chief army reserve (IMA), Office, Chief Army Reserve, Washington, D.C.
