MCI Telecommunications Corporation, McLean, Virginia was awarded on Oct. 26, 1999, a fixed price indefinite delivery/indefinite quantity contract with a ceiling price of $4,000,000,000 for the Defense Information System Network Transmission Services - Pacific (DTS-P) requirement. The contract life is for a five-year base period with five one-year options. The contractor will provide (a) PAC Intra- and Inter-region point-to-point transmission services; (b) Commercial ATM overflow service to augment the Government's ATM infrastructure and bulk encryption; (c) Network management information provided electronically to the Government Regional Network Operations and Security Centers (RNOSC) at DISA PAC Headquarters, Wheeler Army Air Field, Hawaii; (d) Post, camp, and station support services including, but not limited to wiring, equipment and related installation service to accommodate service delivery as defined in specific Task Orders; and (e) any transmission media, speed or technical enhancement that becomes commercially available during the contract term to accomplish the foregoing service objectives. L-3 Communications, Salt Lake City, Utah, is being awarded a $1,382,000 increment of a $12,892,000 modification to a section 845 prototype agreement for additional Tactical Common Data Link prototype terminals, Sensor Interface Definition tasking and development of the LAMPS Hawklink Ku-band prototype. The Government is funding $10,492,000 of the modification; the balance is cost-shared with L-3 Communications. Work will be performed in Salt Lake City, Utah, and is expected to be completed by October 2001. Funds will expire at the end of the fiscal year. Lockheed Martin Corp., Baltimore, Md., is being awarded a $42,350,000 modification to previously awarded contract agreement N00024-98-9-2304 to exercise the Phase II option to provide detailed design and construction of a small waterplane area twin hull oceanographic research vessel. This vessel is a general purpose oceanographic vessel used to conduct research in coastal and deep ocean areas. Work will be performed in Jacksonville, Fla. (70%); Baltimore, Md. (23%); and Seattle, Wash. (7%), and is expected to be completed by April 2002. Contract funds will not expire at the end of the current fiscal year. Raytheon Technical Services Company, Long Beach, Calif., is being awarded a $40,109,916 fixed-price award-fee delivery-order contract for life cycle contractor support for tactical engagement, instrumentation, and range training devices and systems for the U.S. Army Simulation Training and Instrumentation Command. Work will be performed Fort Irwin, Calif. (59%); Hohenfels, Germany (17%); Fort Polk, La. (7%); and at 35 field sites worldwide (17%), and is expected to be completed by October 2000. Contract funds in the amount of $40,109,916 will expire at the end of the current fiscal year. The contract was competitively procured by an electronic solicitation with four offers received. The Naval Air Warfare Center Training Systems Division, Orlando, Fla., is the contracting activity (N61339-00-D-0001).

Foster Wheeler Environmental Corp., Lyndhurst, N.J., is being awarded a $6,042,330 cost-plus-award-fee delivery-order to provide all materials, labor and equipment to remediate the TABBS Creek area to remove contamination from the soil in accordance with all Federal, state and local regulations at the National Aeronautics and Space Administration, Langley Research Center. Work will be performed in Hampton, Va., and is expected to be completed by April 2000. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured with 286 proposals solicited and six offers received. The Boeing Company, St. Louis, Mo., is exercising an option on a previously awarded $33,116,930 firm-fixed-price contract, F33657-95-C-0057-P00050, to provide for the following in support of upgrade of the avionics system on the T-38C aircraft: 27 upgrade kits, installation/integration of 12 kits, 2 operational flight trainers, 12 avionics system warranties, 6 mission planning systems, and associated data.
