MEMORANDUM FOR CORRESPONDENTS


The Department of Defense informed the Congress Friday of the potential sale of120 Army Tactical Missile Systems, support equipment, spare and repair partsand other related elements of logistics support to the Government of Turkey.The estimated cost would be $132 million.

This potential sale would provide the Turkish armed forces with an area firesystem for use against hostile artillery, air defense and maneuver elements.While this is the first sale of ATACMS to Turkey, it should be noted thatATACMS are designed to be mounted on the 12 multiple launch rocket systemlaunchers previously purchased by Turkey. These missiles would be provided toTurkey in accordance with, and subject to the limitation on use and transferprovided for under the Arms Export Control Act.

This proposed sale will not adversely affect either the military balance in theregion or U.S. efforts to encourage a negotiated settlement of the Cyprusquestion. There would be no adverse impact on U.S. defense readiness as aresult of this potential sale.

The prime contractor for this possible sale would be Loral Corp., Camden, Ark.Implementation of this proposed sale will not require the assignment of U.S.Government personnel to Turkey. This proposed sale would, however, require theassignment of one contractor representative in-country for approximately oneyear to provide technical and logistics support during missile system deliveryand initial system check out.

The Department of the Army would be responsible for all transactions related tothis potential sale.
