ARMY
Loral Vought Systems Corporation, Grand Prairie, Texas, is
being awarded a $34,347,892 firm fixed price (with two cost plus
fixed fee contract line options) contract for 221 Multiple Launch
Rocket System (MLRS) extended range low rate initial production
(LRIP) rockets. Work will be performed in Camden, Arkansas
(80%), and Dallas, Texas (20%), and is expected to be completed
by March 30, 1998. Contract funds will not expire at the end of
the current fiscal year. This is a sole source contract
initiated on April 30, 1996. The contracting activity is the
U.S. Army Missile Command, Redstone Arsenal, Alabama (DAAH01-96-C-
0304).
Loral Vought Systems Corporation & MLRS International
Corporation, Grand Prairie, Texas, is being awarded a $66,759,805
modification to a firm fixed price definitization of additional
option quantities contract for 62 Multiple Launch Rocket Systems
(MLRS) Launchers, 381 MLRS Practice Rocket Pods, and 282 MLRS
Tactical Rocket Pods, for Israel and Japan. Work will be
performed in Camden, Arkansas (80%), and Dallas, Texas (20%), and
is expected to be completed by March 30, 1998. Of the total
contract funds, $5,550,780 will expire at the end of the current
fiscal year. This is a sole source contract initiated on January
11, 1994. The contracting activity is the U.S. Army Missile
Command, Redstone Arsenal, Alabama (DAAH01-94-C-A005).
Bulova Technologies*, L.L.C., Lancaster, Pennsylvania, is
being awarded a $13,675,782 firm fixed price contract for 145,518
M767 electronic time fuzes of the 105mm, 155mm and 8 inch
artillery weapon systems. Work will be performed in Lancaster,
Pennsylvania, and is expected to be completed by April 30, 1998.
Contract funds will not expire at the end of the current fiscal
year. There were two bids solicited on February 16, 1996, and
two bids received. The contracting activity is the U.S. Army
Armament, Munitions and Chemical Command, Rock Island, Illinois
(DAAA09-96-C-0061).
John Crowe and Associates, Incorporated*, Abilene, Texas, is
being awarded a $300,000 increment as part of a potential value,
not-to-exceed $25,000,000 (base plus 4 options) firm fixed
price/indefinite quantity contract for construction and services
with time and material capabilities for a wide variety of
maintenance, services, repair, and minor new construction task
orders. Work will be performed at Dyess Air Force Base, Abilene,
Texas, and is expected to be completed by July 31, 1997.
Contract funds will not expire at the end of the current fiscal
year. There were 58 bids solicited on April 29, 1996, and seven
bids received. The contracting activity is the U.S. Army Corps
of Engineers, Fort Worth, Texas (DACA63-96-D-0029).
Saco Defense, Incorporated, Saco, Maine, is being awarded
$22,033,906 (FY96 funds) as part of a $48,921,739 (projected
value, includes one option of 1,564 guns and 1,604 mounts) multi-
year firm fixed price contract for 1,634 MK19 Grenade Machine
Guns and 1,684 MK64 Modification-9 Mounts. Work will be
performed in Saco, Maine, and is expected to be completed by
March 28, 1999. Contract funds will not expire at the end of the
current fiscal year. This is a sole source contract initiated on
May 24, 1996. The contracting activity is the U.S. Army Tank-
Automotive & Armaments Command, Rock Island, Illinois (DAAE20-96-
C-0310).
GTE Government Systems Corporation, Needham, Massachusetts,
is being awarded a fixed price contract (appropriation number and
dollar value will be issued with each delivery order) with an
estimated not-to-exceed $188,180,000 cumulative total, for long
term life cycle logistics support of Nortel Electronic Digital
Switch Systems. This indefinite delivery/indefinite quantity
contract is for a basic 1-year period with 4-one year options, to
support Nortel Telephone Switch Systems at Department of Defense
sites worldwide. Work will be performed by GTE in Needham,
Massachusetts (15%), and by a subcontractor in Richardson, Texas
(85%), and is expected to be completed by July 30, 2001. There
were 69 bids solicited on May 7, 1996, and two bids received.
The contracting activity is the U.S. Army Communications and
Electronics Command, Fort Monmouth, New Jersey (DAAB07-96-D-
L260).
TRW, Incorporated, Space and Electronics Group, Redondo
Beach, California, is being awarded a $2,780,000 increment of a
$6,162,442 modification to a $70,332,742 cost plus award fee and
time and materials contract for a research and development effort
for the Battlefield Combat Identification System (BCIS)
Productability Program. Work will be performed in Redondo Beach,
California; completion date for this modification is January 1,
1997, and July 1, 1999 for the total contract. Of the total
contract funds, $256,000 will expire at the end of the current
fiscal year. This is a sole source contract initiated on May 10,
1996. The contracting activity is the U.S. Army Communications
and Electronics Command, Fort Monmouth, New Jersey (DAAB07-93-C-
K011).
NAVY
J & J Maintenance, Incorporated, Austin, Texas, is being
awarded a $5,098,000 firm-fixed price contract for whole site
revitalization of family housing units. This contract provides
for wholehouse repairs and improvements to 400 family housing
units in the Ribault Bay Village Family Housing Area at Naval
Station, Mayport, Florida. Work will be performed in Mayport,
Florida, and is expected to be completed by December 1997.
Contract funds will not expire at the end of the current fiscal
year. This contract was competitively procured with 24 proposals
solicited and seven offers received. The Resident Officer in
Charge of Construction, Naval Air Station, Jacksonville, Florida,
is the contracting activity (N62467-96-C-0791).
International Technology Corporation, Martinez, California,
is being awarded a $1,004,071 modification to previously awarded
contract N62474-93-D-2151 for environmental remedial action to
provide a packaged groundwater treatment plant at the Naval Fuel
Depot, Point Molate, California. Work will be performed in
Richmond, California, and is expected to be completed by December
1996. Contract funds will not expire at the end of the current
fiscal year. Contract funds are Base Realignment and Closure
(BRAC IV). The Engineering Field Activity West, Naval Facilities
Engineering Command, San Bruno, California, is the contracting
activity.
AIR FORCE
McDonnell Douglas Corporation, St. Louis, Missouri, is being
awarded a $45,654,267 Cost Plus Award Fee, Fixed Price Incentive
Firm Target contract to provide for the design and development of
upgrades to the avionics system on the T-38 aircraft and delivery
of two T-38 aircraft with upgrades incorporated. The contractor
will also design and develop upgrades for the T-38 Operational
Flight Trainer, Unit Training Device and Training System Support
Center, as well as deliver one of each. The work will be
performed at the Central Texas Airborne Systems, Waco, Texas.
Contract is expected to be completed November 1996. Contract
funds will not expire at the end of the current fiscal year.
There were 8 firms solicited and 8 proposals received.
Solicitation began December 1995, negotiations were completed
June 1996. Aeronautical Systems Center, Wright-Patterson Air

McDonnell Douglas Corporation, St. Louis, Missouri, is being
awarded a $6,664,613 Cost Plus Fixed Fee contract to provide for
Phase One Engineering and Manufacturing Development (design) for
integration of the Common Missile Warning System into the F-15C/E
aircraft.. Contract is expected to be completed October 1997.
Contract funds of 2,698,000 will expire at the end of the current
fiscal year. There were two firms solicited and one proposal was
received. Solicitation began in November 1995, and negations
were concluded on in July 1996 Aeronautical Systems Center,
Wright-Patterson, Air Force Base, Ohio is the contracting
activity (F33657-95-C-2057).
McDonnell Douglas Training Systems, St.Louis, Missouri, is
being awarded a $5,446,461 face value increase to a Firm Fixed
Price contract to provide for two Air Force Mission Support
System base stations, and associated software, maintenance and
support for the C-17 Aircrew Training System.. Work will be
completed at the facilities of the contractor in St.Louis (15%),
at Altus Air Force Base, Oklahoma (30%), and, Charleston Air
Force Base South Carolina(55%).
Contract is expected to be completed January 1997. Contract
funds of 400,000 will expire at the end of the current fiscal

DEFENSE LOGISTICS AGENCY
Sopakco, Inc.**, Mullins, South Carolina, is being awarded a
$12,238,875 firm fixed price indefinite quantity contract for wet
pack fruit. Seventeen proposals were solicited and three were
received. Work will be performed in Bennettsville, South
Carolina, and is expected to be completed by October 1997. Funds
will not expire at the end of the fiscal year. The Defense
