Currrent Valid Schemas for 720/2290/8849 Modernized e-File, Excise Tax e-Filing and Compliance (MeF ETEC)

The following links provide information and technical guidance for software developers and transmitters who are interested in developing software for the MeF ETEC Forms 720, 2290 and 8849. You will find the XML Schemas, Business Rules and any related announcements here.

These will continue to be updated as changes occur. Form instructions are included in Publication 4163, MeF Handbook for Authorized e-File Providers, and Publication 4164, MeF Guide for Software Developers and Transmitters. Test Scenarios are provided in Publication 4594 MeF Test Package for Forms 720, 2290 and 8849.

XML Schemas, Business Rules and Memo – Throughout the year, multiple versions of these documents may be in use at the same time. It is for this reason that special attention should be paid to the Release Memo issue date and the projected start and end dates.

Stylesheets – Forms 720, 2290 and 8849 stylesheets can be downloaded for use in displaying XML tax return data.
