Under this program, State grantees use Federal funds as a match against non-Federal funds that States distribute to help charter schools pay for facilities. The Department has implemented a measure to assess the efficiency of the State Charter School Facilities Incentive Grant Programs by examining the ratio of funds leveraged by the States to funds awarded by the Department. The lever aging ratio is the total funds available (the federal grant and the State match) divided by the Federal grant for a specific year. One of the grantees uses bond funds as its match. Since bond volumes fluctuate considerably from one year to another, the lever aging ratio for the program has fluctuated considerably as well.
