Chairman appoints David Coffman Administrative Law Judge

Federal Energy Regulatory Commission Chairman Joseph T. Kelliher announced today the appointment of David H. Coffman as a Commission Administrative Law Judge.

"I am pleased that Judge Coffman will be returning to the Commission, this time as a judge," Chairman Kelliher said. "He brings extensive experience in energy law, including 34 years in litigating administrative, civil, criminal and appellate cases. His impressive legal qualifications will be an asset to our corps of veteran judges."

Most recently, Judge Coffman has served as an administrative law judge at the Department of Health and Human Services, Office of Medicare Hearings and Appeals, where he conducted hearings and addressed Medicare claims.

Judge Coffman has extensive background in energy law, having served at the Federal Energy Regulatory Commission for 25 years. From 1997 to 2005, Judge Coffman was as an appellate attorney in the Solicitor's Office of the Office of General Counsel. From 1980 to 1987, he worked in Enforcement, serving as Deputy Assistant General Counsel from 1985 to 1997.

Judge Coffman was in private practice from 1977 to 1980 involved in antitrust, environmental and contractual issues. From 1971 to 1977, Judge Coffman was a trial attorney in the Fraud Section of the Department of Justice's Criminal Division.

He received his law degree from Harvard Law School and his undergraduate degree, with honors, from Southern Methodist University. Judge Coffman is an Army veteran, having received a Bronze Star for meritorious service in Vietnam.
