Subject:      Homeownership Counseling
Description:  Examination Procedures

TO:  Chief Executive Officers and Compliance Officers of All 
     National Banks, Department and Division heads, and All 
     Examining Personnel


The Mortgage Reform Subcommittee of the Federal Financial 
Institutions Examination Council Consumer Compliance Task Force has 
developed the attached Homeownership Counseling Examination 
Procedures.  All creditors that service loans secured by a mortgage 
or lien on a one-family residence (home loans) are subject to the 
homeownership counseling requirements.

The examination procedures are effective immediately.
