FERC Chairman Appoints New General Counsel; Establishes Energy Policy Act Implementation Czar

Federal Energy Regulatory Commission Chairman Joseph T. Kelliher today announced the appointment of John S. Moot as the Commission's General Counsel, effective September 12, 2005.

"John is a veteran attorney who has represented many different sectors of the industry, and brings a strong knowledge of energy law and policy to the Commission. I welcome John's broad experience and look forward to his invaluable advice and guidance at the Commission," Chairman Kelliher said.

Mr. Moot has practiced at the law firm Skadden, Arps, Slate, Meagher & Flom LLP since 1992, and has been a partner there for the past six years. Prior to that he was an associate attorney at Verner, Liipfert, Bernhard, McPherson & Hand. He has represented publicly owned utilities, rural electric cooperatives, investor-owned utilities, wholesale power customers, state regulatory commissions and merchant generators.

Mr. Moot received his J.D. as a 1988 cum laude graduate of American University Washington College of Law, where he was Editor-in-Chief of the Administrative Law Journal. Mr. Moot received a Bachelor of Arts degree from St. Lawrence University in 1983. He is admitted to practice before the District of Columbia and Maryland bars.

Also today, Chairman Kelliher announced that veteran FERC attorney Cynthia Marlette will assume a newly established position, in which she will oversee the Commission's implementation of its substantial new obligations under the Energy Policy Act of 2005. "The Energy Policy Act requires the implementation of 15 rulemakings in a very short period of time, and represents the most significant changes in FERC's responsibilities in 70 years. I am grateful that Cyndy is taking on this new role, as I am determined to meet our implementation deadlines," the Chairman said.
