SALEM, Ore. -- The U.S. Department of Homeland Security’s Federal Emergency Management Agency has approved a Pre-Disaster Mitigation Competitive (PDM-C) Program Grant of $229,275 for the City of Canby to help cover the cost of applying both structural and non-structural upgrades to Canby Telephone switching and dial tone equipment. The grant represents the 75 percent federal share of a $305,700 project to protect critical and essential communications capabilities in the event of a significant seismic event. According to FEMA Regional Director John Pennington the three-year project will correct deficiencies in the two central office buildings housing critical communications infrastructure.

“Reliable communications are essential in assessing the extent of damage and restoring order in the wake of any disaster,” said Pennington. “These upgrades will bring the Canby Telephone Association up to full compliance with current seismic codes, create more survivable 911 services and enhance connectivity, come what may.”

Oregon Emergency Management (OEM) Director Ken Murphy agrees. “The City of Canby understands the importance of taking action before disaster strikes to protect its citizens,” said Murphy. “Canby Telephone Association lines connect over 11,000 homes and businesses, and can be vital in saving lives and restoring a measure of normalcy following disaster.”

On March 1, 2003, FEMA became part of the U.S. Department of Homeland Security. FEMA’s continuing mission within the new department is to lead the effort to prepare the nation for all hazards and effectively manage federal response and recovery efforts following any national incident. FEMA also initiates proactive mitigation activities, trains first responders and manages the National Flood Insurance Program and the U.S. Fire Administration.
