Created by the Robert T. Stafford Disaster Relief and Emergency Assistance Act, The Hazard Mitigation Grant Program (HMGP) assists States and local communities in implementing long-term mitigation measures following a Presidential disaster declaration. According to David L. de Courcy, regional director for FEMA Region 10, HMGP grants are used to reduce or eliminate future risk to life and property. "Experience has shown every mitigation dollar spent saves two dollars in disaster response and recovery costs," said de Courcy.
