Bothell, Wash. April 9, 1999 -- Contractors erect the communications tower for the new Umatilla County Corrections and Emergency Operations Center in Pendleton, Oregon. The tower was assembled on the ground then lifted onto its concrete pad with a crane and bolted down. This communications tower is one of the final pieces in making the facility fully functional for the sheriffs department, Umatilla County Emergency Management, as well as the eastern Oregon offices of the Oregon Emergency Management Agency.
FEMA provided a $1.7 million federal Chemical Stockpile Emergency Preparedness Program grant to build the emergency management portion of new County Emergency Operations Center and Joint Information Center.
The primary purpose of the EOC and JIC will be to control emergency operations and disseminate information to the public in the unlikely event a chemical incident at the Army's Umatilla Chemical Depot threatens to harm citizens living near the Depot. The facility will also be used to control other emergencies that occur within the county.
