OverviewEstablished on April 1, 1935, the San Francisco Financial Center (SFC) is a vital link in the delivery of federal government electronic and check payments to individuals and companies from the Dakotas to the Pacific territories of Micronesia. SFC is responsible for issuing monthly Social Security payments, tax refunds, federal salary and OPM retirement payments. SFC also provides a full range of financial management services such as assisting agencies in the conversion of paper-based collection and cash management systems to electronic means, and overseeing the nationwide Treasury Offset Program for federal debt collection. Additionally, SFC represents the Department of the Treasury, Financial Management Service , in regional professional relationships with such entities as the Federal Reserve Banks, Automated Clearing House Associations, and a variety of federal financial manager councils and professional associations.
