Path 15 is an 84-mile stretch of electrical transmission lines in the Central Valley connecting Southern California with the northern part of the state. Capacity in this area is insufficient to carry the necessary electricity load at times.

At the direction of Secretary of Energy, Spencer Abraham, the Western Area Power Administration is the project manager in a public-private partnership that is constructing a new line to relieve the constraints.
