Western seeks renewable energy certificates

LAKEWOOD, Colo.—Western Area Power Administration seeks to purchase renewable energy certificates for six Federal facilities and one city-owned utility.

The request for proposals calls for purchasing more than 2.3 million MWh of renewable energy certificates over five years. Renewable energy certificates represent the environmental benefits of renewable energy, sold separately from power generation. Facilities may use certificates to comply with the Federal government's goals for renewable energy use by agencies, or to meet state portfolio standards.

This RFP calls for renewable energy certificates for these Federal facilities: Fort Lewis, Wash.; Kirtland Air Force Base, N.M.; Environmental Protection Agency, Denver; NASA – Ames Research Center and Eastside Airfield, Calif.; and U.S. Forest Service, regional offices and research stations in Alaska, California, Colorado, Hawaii, Montana and Oregon.

The RFP also calls for renewable energy certificates for Colorado Springs Utilities, which will use them to comply with Colorado’s Amendment 37 requirements.

The initial contract term will be for five years. Offers must be for a single fixed price for the full five-year contract term.

The RFP asks for offers on individual entities or for the total number of renewable energy credits requested. Proposal selection will be based on best value.

Western and the Federal Energy Management Program offer this service to assist Federal agencies in meeting the goals of the Energy Policy Act of 2005 to purchase renewable energy. Western's utility customers may also request this service.
