Larry McDonald
Deputy Assistant Secretary for Technical Assistance Policy
Larry McDonald is the Treasury Department’s Deputy Assistant Secretary for Technical Assistance Policy. He oversees a program that provides assistance to approximately 70 countries in Central and Eastern Europe, the Former Soviet Union, the Middle East, Africa, Asia and Latin America. The overall mission of the program, in support of U.S. international economic policy, is to assist foreign governments committed to the development and implementation of sound and transparent financial policies. The program focuses on assistance in five areas related to public finance: budget policy and management, tax policy and administration, government debt issuance and management, financial institutions policy and regulation, and financial enforcement.
Previously, Mr. McDonald has served as Director for Middle East and North Africa, as Director for Financial Reconstruction and Stabilization, as Director for the Iraq and Afghanistan Financial Task Force, and as Deputy Director for International Monetary Policy. From 1993 to 1996, he served as an economic advisor to the Government of Albania, on detail from the Treasury Department.
Prior to joining the Treasury Department in 1987, Mr. McDonald worked at the Organization for Economic Cooperation and Development (1983-86) on issues concerning international capital movements, trade in services, and development in the Sahel region of West Africa.
In 2004, Mr. McDonald received the Secretary’s Honor Award for contributions to the Treasury Department’s economic reconstruction efforts in Iraq. Mr. McDonald received a Master’s Degree from the Fletcher School of Law and Diplomacy and an undergraduate degree from Middlebury College.
