Michele Davis Assistant Secretary for Public Affairs and Director of Policy Planning
Michele Davis was sworn in as the Assistant Secretary for Public Affairs at the Department of the Treasury on December 11, 2006. Nominated for the position by President George W. Bush on September 28, 2006, Davis was confirmed by the United States Senate on December 9, 2006. Davis also serves as Director of Policy Planning.
Davis oversees all public affairs efforts and policy planning for an $11 billion federal agency with 117,000 employees and plays a leading role in educating the American people about tax and currency policy, debt management, Social Security and Medicare financing, and international finance and economic issues. As the chief spokesman for the Treasury Department and the Treasury Secretary, Davis designs and implements policy, communications strategies, and programs that will increase the public's knowledge and understanding of Treasury's activities and services among the news media, business groups, consumer groups, and other government agencies.
In addition to managing all communications, media relations, and speechwriting, Davis also oversees the Office of Public Liaison, which conducts outreach to business, advocacy and financial communities; elicits information, analysis and opinions from public and private organizations representing business and consumer interests; and communicates Treasury and Bush Administration views to these entities.
Prior to her service as Assistant Secretary, Davis served in the White House as Deputy Assistant to the President and Deputy National Security Advisor for Strategic Communications and Global Outreach. She worked with the National Security Advisor and the Counselor to the President to plan and implement strategies to communicate the President’s foreign policy agenda. She managed interagency coordination of foreign policy communications.
Until mid-2005, Davis was Senior Vice President for Regulatory Policy at Fannie Mae where she directed the company’s public policy research activities and public issues advocacy planning and implementation. Davis joined Fannie Mae in January 2003 as Vice President for Regulatory Policy.
Davis previously held the position of Assistant Secretary for Public Affairs at the Treasury Department from 2001 until December 2002. Davis worked in the Office of House Majority Leader Dick Armey for 6 years, as press secretary and later as communications director. Her first Hill position was an economist at the Joint Economic Committee in l994, where she worked on the House Republican Contract with America. Earlier, Davis worked at Citizens for a Sound Economy, directing grassroots advocacy campaigns against higher taxes, against increased government control of health care, and in favor of free trade.
Davis, a native of Louisville, Kentucky, holds a B.S. in Foreign Service from Georgetown University and an M.A. (ABD) in economics from the American University with fields in international economics and industrial organization.
