IT Workforce


project management

In the area of Information Technology (IT) project management, the Office of Management and Budget (OMB) Fiscal Year 2005 budget guidance instructed agencies to ensure that by September 30, 2004, all major projects would be managed by project managers (PM) qualified in accordance with Federal CIO Council guidance. This guidance was released by the Council in July 2004, in the form of a Federal IT Project Management Guidance Matrix. The guidance:

  • Defines levels of complexity for IT projects/systems
  • Identifies appropriate competencies and experiences
  • Suggests project management education and training sources
  • Serves as a tool for validating IT project manager credentials

By the end of Fiscal Year 2005, all scorecard agencies had responded to the reporting requirements and it was estimated that 75% met the OMB guidance. This was a significant improvement from April 2003, when over one third of PM's leading major IT projects were reported as "not qualified."

The Council now continues to raise the capability and maturity of IT PM's within the Federal Government with many initiatives including the use of the federally-developed IT Workforce Development Roadmap and private and public sector training opportunities in Project Management.

  • Treasury Project Management
    In October 2004, the Treasury Chief Information Officer formalized the Department’s commitment to ensuring that all major IT investments are managed by qualified PM's by instituting a quarterly Capital Planning and Investment Control (CPIC) reporting process to document a PM’s qualifications, competencies and experience. This was accomplished by enhancing the Automated CPIC Tool employed by the Department and utilized by all of its bureaus.
