Older Worker Bulletin No. 97-22

On September 11, 1997, the U.S. Department of Labor (DOL) issued Older Worker Bulletin No. 97-22, addressed to all Senior Community Service Employment Program (SCSEP) Sponsors. This Bulletin was issued to clarify that SCSEP (Title V of the Older Americans Act (OAA), administered by DOL) is exempt from the five-year ban for qualified aliens who enter the United States on or after August 22, 1996. The Bulletin attached the Federal Register Notices from HHS and SSA on federal means-tested public benefits. The Department of Agriculture, which administers section 311 of the OAA (Surplus Commodities) plans to issue a conforming notice.
