Robert W. Russell

Robert W. Russell became Counsel to OTS Director John Reich in August 2005. He had been Deputy to Reich at the Federal Deposit Insurance Corporation (FDIC) since 2001, when Reich joined the FDIC Board of Directors. Beginning in 1999, Russell served as Deputy to Andrew C. Hove, Jr., Vice Chairman of the FDIC.

Prior to becoming Deputy to the Vice Chairman, Russell served for two years as Director of the FDIC's Office of Policy Development, where he was responsible for coordinating the FDIC's policy formulation on key issues relating to the FDIC's mission. Prior to that, he served for one year as Special Assistant to Chairman Ricki Helfer.

Russell joined the FDIC in 1989 as a Senior Counsel in the Legal Division. He first served in the Professional Liability Section, where he managed the FDIC's anti-fraud program and subsequently moved into the Legislation and Regulation Section.

Before joining the FDIC, Russell served as a Senior Trial Attorney in the Litigation Section at the Federal Home Loan Bank Board; Assistant Director in the Enforcement Division of the Commodity Futures Trading Commission, and Trial Attorney and Program Director at the Federal Trade Commission.

Russell is a graduate of Boston College Law School.
