Fund Balance with TreasuryNOTICE: Effective June 30, 2006, FMS will permanently discontinue the use of the FMS 6653: Undisbursed Appropriation Account Ledger and FMS 6654: Undisbursed Appropriation Account Trial Balance in the GOALS II/IAS application and will replace these reports with the Governmentwide Accounting (GWA) Account Statement application. For audit purposes, information through June 30, 2006 will be available on the FMS 6653 and FMS 6654 via GOALS II/IAS through December 29, 2006. To access Fund Balance with Treasury (FBWT) data in the FMS 6653 and FMS 6654 for July 2006 and future accounting periods, Federal Program Agencies (FPAs) must use the GWA Account Statement application. The Fund Balance with Treasury (FBWT) is an asset account that reflects the available budget spending authority of federal agencies. Collections and disbursements by agencies will, correspondingly, increase or decrease the balance in the account. Agencies report changes to this account to the Financial Management Service (FMS), Department of Treasury through monthly reporting on Statements of Transactions (FMS 224, 1220, or SF 1221) and Statements of Accountability (FMS 1219 and SF 1218).
