Report in Fulfillment of Executive Order 13,392

On December 14, 2005, President George W. Bush issued Executive order 13,392, titled Improving Agency Disclosure of Information. The purpose of this order is to strengthen the compliance of Federal agencies with the FOIA.

One of the tasks required by the order is for each agency to conduct a review of the agency’s FOIA operations and draft a plan for improvement with concrete milestones for fiscal years 2006 and 2007.

The Office of Management and Budget (OMB) issued memorandum M-06-04 on December 30, 2005, to provide further clarification and direction. According to this memo, by June 14, 2006, each agency was required to send a report containing a summary of the review and the agency’s FOIA improvement plan to the Department of Justice, with a copy to OMB, and to post it to the agency’s Web site.
