1. Official Designation

   The official designation of this Federal advisory committee is the Preservation Technology and Training Board (Board) for the National Center for Preservation Technology and Training, located at Northwestern State University in Natchitoches, Louisiana.

2. Purpose

   The purpose of the Board is to advise the Secretary of the Interior (Secretary) regarding the operations of the National Center for Preservation Technology and Training. The specific duties of the board are to

   1. provide leadership, policy advice, and professional oversight to the Center;
   2. advise the Secretary on priorities and the allocation of grants among the activities of the Center; and
   3. submit an annual report to the President and the Congress.

3. Duties and Responsibilities

   The duties of the Board are solely advisory and are stated in paragraph B above.

4. Membership

   1. The board will be comprised of 13 members as follows:

      1. The Secretary, or the Secretary's designee;
      2. 6 members appointed by the Secretary who will represent appropriate Federal, State, and local agencies, State and local historic preservation commissions, and other public and international organizations; and
      3. 6 members appointed by the Secretary on the basis of outstanding professional qualifications who represent major organizations in the fields of archeology, architecture, conservation, curation, engineering, history, historic preservation, landscape architecture, planning, or preservation education.
   2. The 12 appointed Board positions will be for terms of 4 years. No member will serve on the Board for more than one term; however, a member who has served on the Board may be considered for reappointment after 2 years have elapsed following the expiration of that member's previous term. Board appointments will be made so that there will be overlap in at least four positions every 2 years time.
   3. A vacancy on the Board will be filled in the same manner in which the original appointment was made. If no successor is appointed on or prior to the expiration of a member's terms, the incumbent member may continue to serve until the new appointment is made. A member appointed to fill an unexpired term will serve for the remainder of the original term and can only be reappointed if the unexpired portion of the term is 2 years or less.
   4. Any member of the Board appointed by the Secretary who fails to attend three successive meetings of the Board, or who otherwise fails to substantively participate in the work of the Board, may be removed from the Board by the DFO, and a replacement named.
   5. Board members will serve without compensation, as such; however, while engaged in the performance of their duties away from their homes or regular places of business, Board members will be allowed travel expenses, including per diem in lieu of subsistence, as authorized by section 5703 of title 5, United States Code, for persons employed intermittently in the Government service

5. Ethical Responsibilities of Members

   A member may not participate in matters that will directly affect, or appear to affect, the financial interests of the member or the member's spouse or minor children, unless authorized by the DFO. Compensation from employment does not constitute a financial interest of the member so long as the matter before the Commission will not have a special or distinct effect on the member or the member's employer, other than as part of a class. The provisions of this paragraph do not affect any other statutory or regulatory ethical obligations to which a member may be subject.

6. Administration

   1. Charter. The Board is subject to the provisions of the Federal Advisory Committee Act (FACA), 5 U.S.C. Appendix, and will take no action unless the charter filing requirement of Sections 9 and 14(b) of the Act have been complied with. The Board is subject to rechartering every biennial anniversary of October 30, 1992, the date of enactment of Public Law 102-575, which established the Board. This charter is for the period October 30, 2004, to October 30, 2006.
   2. Designated Federal Official. The Board reports to the Director, National Park Service, U.S. Department of the Interior, Washington, DC. The Director or a Federal employee designated by the Director will serve as the Designated Federal Officer (DFO) for purposes of section 10 of the Federal Advisory Committee Act to oversee the management of the Board.
   3. Support and Costs. Support for the Board will be provided by the National Park Service, U.S. Department of the Interior. The estimated annual operating cost of the Board is $50,000, which includes approximately one-quarter year of staff support.
   4. Chairperson and Liaison. The Board may select members to serve 2-year terms as chairperson and vice chairperson. The President of Northwestern State University, or the President's designee, will be the liaison between the University and the Board, and is welcome to express the University's views before the Board at each meeting of the Board.
   5. Meetings. The Board will meet at least yearly at the call of, or with the advance approval of, the DFO. All meetings will be subject to the provisions of FACA.
   6. Subcommittees. The Board may form subcommittees drawn in whole or in part from the full Board, provided that the role of such subcommittees will be only to provide information and recommendations for consideration by the full Board. Membership on and meetings of the subcommittees will be subject to approval by the DFO.
   7. Bylaws. The Board may make such rules and bylaws as it deems necessary to carry out its duties.

7. Duration and Date of Termination

   The Board is expected to remain in existence for as long as the National Center for Preservation Technology and Training remains in existence, or until terminated by act of Congress.

8. Authority

   The Preservation Technology and Training Board was established by Title IV, section 404 of Public Law 102-575, October 30, 1992.
