FMS Organization: Federal Finance

Who are we?

Federal Finance is one of the six major sub-divisions in FMS.

Organizations

Federal Finance directs all aspects of the federal government's cash and asset management programs. Our mission is to develop and evaluate cash and credit management to minimize the cost and maximize the effectiveness of the federal government's financial management.

What do we do?

Federal Finance is responsible for ensuring that the cash flowing into and out of Treasury's account is managed efficiently, effectively, and securely. FF's responsibilities are managed in two areas:

The Cash Management Directorate is responsible for improving the movement of federal funds. We accomplish this by researching and developing new and innovative cash management tools for the disbursement and collection of federal funds, overseeing the banking services FMS establishes for federal agencies, and determining federal cash management policy.

The Asset Management Directorate is responsible for ensuring compliance with Treasury's cash management requirements, providing assistance to federal program agencies in improving cash management, and minimizing the risk exposure to Treasury in the management of the government's assets. We work closely with both federal and State government entities to achieve compliance with Treasury requirements by helping them to overcome obstacles (either technical problems or policy issues) in implementing improved cash management processes.

One of the means we use to accomplish these efforts is by promoting effective cash management tools, services, and policies to federal agencies through marketing and education. Additionally, the Directorate ensures that Federal Finance maintains a sound risk management program for its systems and programs and, works with federal program agencies to minimize the risk related to the management of credit, grant, and real property management programs.
