Health Insurance Portability and Accountability Act

Guidance on the Administrative Simplification Provisions of the Health Insurance Portability and Accountability Act of 1996 (HIPAA)

Dear Colleague,

This letter is in response to a request from several agencies in the Aging Network for written guidance on the applicability of the Administrative Simplification provisions of the Health Insurance Portability and Accountability Act of 1996 to Older Americans Act programs and services. Requests for this information led to an extensive review and discussions involving several agencies in this Department. I am pleased to enclose a memorandum from the Office of Civil Rights that addresses issues that have been identified.
