Toney Bland
Deputy Comptroller
of the Northeastern District
Toney M. Bland was selected as the district deputy comptroller for the Northeastern District of the Office of the Comptroller of the Currency (OCC) in
March of 2005.
Toney is responsible for the oversight of over 200 community banks, 52 branches of foreign banks doing business throughout the United States (located
in 25 different countries), 29 independent national trust companies and 26 independent data service providers. In this capacity, he manages a staff of
over 250 bank examiners and other professional and support personnel located in the New York District Office and in eight field offices geographically
located from Boston, Mass. to Washington, D.C. This staff of field examiners includes safety and soundness examiners as well as specialist in the areas
of asset management, bank information systems, consumer compliance, capital markets and credit.
Toney started his OCC career as an assistant national bank examiner in Milwaukee, Wis. He was commissioned a national bank examiner in 1986. In
addition, Toney has served as a field office and systems analyst, a field manager and an assistant deputy comptroller for Supervision of Community
and Midsize Banks. Just prior to taking his current position, Toney served as the senior advisor for Midsize/Community Bank Supervision in the OCC's
national headquarters in Washington, DC.
A native of Wisconsin, Toney received his bachelor's of science in Business Administration and Economics from Carroll College, Waukesha, Wis.
Toney and his wife, Tina, currently reside in New Jersey.
