Instructions for downloading spreadsheet files from Budget Information for States

1. Introduction

These instructions describe how to download the spreadsheet files from the Budget Information for States (BIS) report for fiscal year 1999. Individual spreadsheet files are available for each program, state, and summary table. The tables are in "wk4" format, which can be read by most commercial spreadsheet software.

The files are grouped in a self-extracting archives, as described in the next topic.

2. How to use a self-extracting archive

When expanded, the self-extracting archives will use the following amounts of space:

TO CREATE A NEW DIRECTORY: Before you have downloaded the self-extracting archive, you may wish to make a new directory for the BIS data and download the self-extracting archive into that directory. To create a new directory called BIS99, you could type the following from the DOS C:\> prompt:

        C:\>MD BIS99
        

There are several other ways to create a new directory. You can also use an existing directory.

TO DOWNLOAD AN ARCHIVE: Put the cursor on the document you want to download, click the right mouse button, and choose "Save ... as"

TO EXTRACT THE FILES FROM THE ARCHIVE: After you have downloaded the self-extracting archive to this directory, you can extract the files and place them in the new directory by typing the name of the archive. For example, if you downloaded the archive with all files, BIS99ALL, you would type:

        C:\>cd \BIS99
        C:\BIS99>BIS99ALL
        

To expand any other archive, type the name of the archive (e.g., BIS99PGM, BIS99SUM, or BIS99GEO) in the place of "BIS99ALL" in the example above.

All extracted files will be placed in the BIS99 directory. As the files are extracted, some brief messages will appear on your screen to report the progress.

Formula grant programs are named with their Catalog of Federal Domestic Assistance (CFDA) number, as described below. Geographic areas are named with their postal abbreviation (e.g., DC.WK4 for the District of Columbia). The two summary tables are named ST_SUM.WK4 (for geographic areas) and PGM_SUM.WK4 (for formula grant programs).

IMPORTANT NOTE: In the preceding instructions, please DON'T type the "C:\>" portion of the illustrations. In addition, the files can be downloaded to any drive you select, not necessarily the C drive. For example, if you plan to install the data on your D drive (if you have one), substitute "D:" for "C:" in the above illustrations. Finally, you are not limited to BIS99 as a directory name. Your choice is completely unrestricted (apart from the DOS-imposed limitation of 8-character names).

3. How to Find a Program Table

Each formula grant program file has its CFDA number as a filename and a "wk4" extension. For example, the social services block grant in the Department of Health and Human Services has the CFDA number 93.667. Therefore, its file name is C:\BIS99\93667.wk4

To find the CFDA number of a formula grant program, please consult the table of contents of the Budget Information for States publication. If you do not have a table of contents, you can download one in PDF format on this site.

In some instances, separate programs with the same CFDA number are shown separately. An alphabetic suffix is added to the end of the file name to distinguish each program component. For example, 17.250 is the CFDA number for the Job Training Partnership Act (JTPA) programs, which is composed of three BIS programs. The filenames for the components are:
