Promising Practices

The following pages highlight practices which demonstrate promise in improving the access, the convenience, and the affordability of transportation for the elderly in America.

  • Aging Network Coordinated Transportation Programs (PDF)
    This document, prepared by the Community Transportation Association of America, outlines seven transportation programs in Virginia, Florida, Indiana, and Maine administered by the Aging Network. The descriptions detail the program components that were critical to the success of these initiatives and also include contact information for the programs.

  • Community Transportation Association of America: Best Practices (Off Site)
    The Community Transportation Association of America’s website contains a list and description of several best practices. This link highlights various strengths of transportation programs which aim to improve access, convenience, and affordability of transportation for the elderly in America.

  • National Governors Association Report on Improving Public Transportation Services (Off Site)
    The National Governors Association (NGA) Center for Best Practices created this report which describes the benefits of transportation programs, the scope of these programs, and the methods various states are using to improve coordination. This report also identifies challenges and resources for states creating plans.

  • Project Action: Opportunities for Federal Funding and Promising Practices (Off Site)
    Project ACTION (Accessible Community Transportation in Our Nation), sponsored by the Easter Seals, is a national technical assistance project funded by the United States Department of Transportation, Federal Transit Administration. This document offers information gathered by the Easter Seals Project ACTION about other programs which improve access, convenience, and affordability of transportation for people with disabilities and senior citizens. Part 2 of this report contains information on promising practices by the Allegan County Transportation, OUTREACH Guarantees a Ride, Rhode Island Public Transit Authority’s Flex Service, and Southeast Tennessee Human Resource Agency.   • Senior Transportation: Toolkit and Best Practices (PDF)
    The Senior Toolkit, published by the Community Transportation Association of America, has information on planning and implementing transportation solutions. Chapter Three profiles four transportation programs: The Seniors’ Resource Center in Denver, Colorado runs two programs (Community Wheels in urban areas, and Mountain wheels in rural areas) which provide transportation for elderly to medical appointments, grocery shopping, congregate meals, adult day care, and personal trips; Treasure Valley Transit of Canyon County, Idaho complements its two regular fixed routes with demand response and contract services for the elderly; OATS, Inc. in Missouri provides the elderly with free of charge, door-to-door service along established routes in eighty-seven counties; and Medical Motor Service of Rochester, New York offers direct services, brokerage services, and vehicle maintenance which allow the elderly to access health, social, and community services.

  • Supplemental Transportation Programs for Seniors (PDF)
    This report by the Beverly Foundation and the AAA Foundation for Traffic Safety summarizes a project on “supplemental transportation programs” (STPs) for seniors. STPs include both formal and informal community-based transportation programs for the elderly in the United States. The information on this site reflects surveys on the history, affiliations, service relationships, service delivery performance, finances, risk management activities, problems, and unique features of 236 such programs around the nation.
