DMS Collects Over $5.9 Billion in 2008; Implements New Programs & Systems

FMS Selects OTC Channel Service Provider for CCMM

After months of research, analysis, and evaluation, FMS has selected Citibank as the new Over the Counter (OTC) channel service provider for their Collections and Cash Management Modernization (CCMM) initiative. Responsible for the collection of all checks, cash and coins at agency point of sale (POS) locations, the OTC channel provider will assume their new responsibility effective January 2009. [more]

The Financial Management Service represented the U.S. Government as co-hosts with Canada recently at the 20th International Colloquium on Financial Management for National Governments. FMS Commissioner, Judith Tillman, addressed the colloquium at the Federal Reserve Bank of Philadelphia.

Credit and Debit Card Acquiring Completes Move to New Processor

As part of FMS’s CCMM strategy, the Card Acquiring Service successfully completed its conversion of all federal program agencies to a new processing agent, Fifth Third Bank. This consolidation represents the first time payment card collection processing is under a single financial agent. [more]

GWA’s FIRST Initiative Builds New Foundation

The Financial Information Reporting Standardization (FIRST) is an FMS Governmentwide Accounting (GWA) Initiative to consolidate reporting systems and standardize the data agencies send for inclusion in various Treasury reports. GRC Selects New Financial Agent for Mail Channel

The General Revenue Collection (GRC) Division recently achieved another significant milestone for FMS’s CCMM initiative as they selected Citibank as the Financial Agent (FA) for ECP and the development of FMS’s new Mail Channel. Citibank will assume operations and maintenance of the Electronic Check Processing (ECP) application by January 2009. [more]

CMIA Notice to States and Federal Program Agencies

The CMIA Program, which is the cornerstone of cash management policy for the payment of federal financial assistance to states, is now preparing to receive Annual Report submissions from 50 states, five territories, and the District of Columbia by December 31. Grand Teton National Park First PAD Agency Converted to Pay.gov

The Pre-Authorized Debit (PAD) is being decommissioned as part of the CCMM initiative. Grand Teton National Park became the first of 25 agencies recently to move to Pay.gov. RFCs Get High Marks for Payments Customer Satisfaction

FMS’s Payment Management (PM) area manages and operates 85% of all federal payments coordinated through four Regional Financial Centers (RFCs) located in Austin, TX; Kansas City, MO; Philadelphia, PA and San Francisco, CA. FMS Collections Maintain High Level of Customer Satisfaction in 2008

The Federal Finance (FF) Assistant Commissioner area within FMS evaluates, develops and manages collection and cash management programs. Each year, the Agency Relationship Management (ARM) Division within FF distributes a Customer Satisfaction Questionnaire to Federal Program Agencies (FPAs) to gauge their level of satisfaction received from FMS’s collection programs and services. Stimulus Update

FMS has disbursed nearly 177 million stimulus payments (as of October 17) valued at over $94 billion. In addition, stimulus payments processed through the Treasury Offset Program (TOP) have resulted in 2,805,802 offsets (through October 15). Read full stimulus stats as of mid-October here. [more]
